Office of Regulatory Staff - Newest SCBOS Partner!

SCBOS is pleased to announce it's newest partner - The Office of Regulatory Staff.

The South Carolina Office of Regulatory Staff (ORS) is a state agency that represents the public interest in utility regulation for public utilities in the following utility industries – electric, natural gas, landline telecommunications, water/wastewater, and transportation.

The ORS was created with the enactment of Act 175 of 2004. To fulfill its mission, the ORS strives to balance:

  • the concerns of the using and consuming public
  •  the financial integrity of public utilities, and
  • the economic development of South Carolina
In matters of utility regulation, the ORS is charged with representing the public interest of South Carolina before the S.C. Public Service Commission (PSC), the court system, the S.C. General Assembly, and federal regulatory bodies. The ORS also has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.

The ORS must be considered a party of record in all filings, applications, or proceedings before the PSC. In addition, the ORS is responsible for the investigative, legal, prosecutorial, and educational roles necessary to utility regulation and has sole responsibility for the inspection, auditing, and examination of public utilities.

Act 175 specifies that the ORS is not subject to supervision or control of the PSC. To provide oversight for both agencies, Act 175 created a State Regulation of Public Utilities Review Committee.
